Ab-so-lutely, mate; couldn't agree more. The majority of my regular Windows apps that I use are PortableApps. There's only two I run that aren't.....well, actually, three.....if you count TextAloud! This also requires the 'voices' that go with it, and at an average of around 550-600 MB per voice, needless to say these are sym-linked externally..!
5 assorted voices runs out to around 2.5 GB of data. (*Ouch!*) Normally, you'd be expected to pay for these, but I was lucky enough to find a source for these a year or so back, when mouldy put me onto this... The app itself, however, is actually pretty small at something like only 28-30 MB.
The other two are Mooi-tech's PhotoScape, which was never built that way.....and Adobe's Photoshop CS2. ('Nuff said, really....)

Mike, which voices are you using? Believe it or not, I still use the old Lernout & Hauspie SAPI4 US TruVoice (Mike). I use 2nd Speech Center and over the years I have made lots of effort with pronunciation corrections for the said voice (about 2000 I believe). This is a human voice and does perform quite well for me with all the corrections, etc. Actually a remarkable piece of software given the fact that the voice installation file is just short of 1MB (998KB to be precise)!!!

Some of what I'm using are SAPI4, some are AT&T. The only one I can really get on with is a NeoSpeech voice...."Kate", I believe. I may in fact dump the AT&Ts; they're the ones that are huge, and I don't really use them, now that I've found my preferred one.
The only thing I don't like about the SAPI4s is that to my mind they just don't sound right, regardless of how much you tweak them.

Mike,
I will have to internalize the procedure to change a folder's permissions. I see that my having failed to do that now leads me onto circuitous paths whose inefficiency requires far more effort than learning a new routine.

I'm actually using the Peter voice. Mike is one of those crappy microsoft robotic voices.
