Try the PLOP boot manager to get started. Grub4Dos will allow dual-booting your Puppy and Windoze.

If it will boot to Windows, try installing the PLOP bootloader, then you can boot from USB.mini-jaguar wrote:
As for Windows, 98SE is indeed installed on that computer with a bunch of drivers (and an XP splash screen for some stupid reason). What's really annoying is that the USB stick driver is not installed.
