In Puppy Linux that is the devx and kernel sources for the specific Puppy version.

If Bionicpup32 8.0 is a frugal install.

Note:
The names are going to be upupbb and lxpup, because that is what Bionicpup32 8.0 used when being developed.

Download the devx sfs and the kernel sources sfs.
Place them in /mnt/home
Use SFS-load-on-the-fly to load both.

Now you should have all the needed stuff to be able to compile.

That is all you should need, but the header sfs is there, if you really do need it.
The things they do not tell you, are usually the clue to solving the problem.
When I was a kid I wanted to be older.... This is not what I expected :shock:

I run it from a USB Flash drive.

That is probably a live install on the USB flash drive.
The above should work.
