I'm not sure there is a manual somewhere so I'm asking here as I'm not sure myself. So, lets suppose the following:
1) I'm a first time user and know nothing about Linux and Puppy in fact, I know very little about computing in general.
2) I've got hold of a Puppy iso which I want to install either to harddrive or USB stick (I want to know about both)
3) I have a new machine which does not have a cd drive. I have a harddrive installed and USB ports.
4) I have no operating system on my machine and I don't want to use Windows.
5) I am isolated because of Corona but I can access the internet via my phone.
Help me I want to install Puppy on my machine to my harddrive or flashdrive first (whichever is recommended for starters). Keep in mind I know very little and simple step by step instructions are necessary........
How to Install Puppy without a CD drive or OS installed?
Without an operating system; a computer is just a combination of ports, cables and storage devices of hard-drives and potentially plugged in USB-Sticks.
So, what is needed are Apps which will run under Android, and (a) decompress an ISO or Img; (b) copy files to a USB-Key/Hard-Drive; and (c) "push/burn" a boot-loader onto a USB-Key/Hard-drive; or (d) do all the above. Access to the computer (and plugged in USB-Stick) would have to be via cable (most likely USB).
Be back after breakfast. I suspect the stumbling block will be installing a bootloader.

(2) Decompress ISO, https://play.google.com/store/apps/deta ... r&hl=en_US. There are others.
The reason I had a question about boot-loader is that at one time or another, not necessarily using the tools discussed in the above posts, I've managed the above procedures.

(3) About boot-loader and maybe ALL-OF-THE-ABOVE:
https://play.google.com/store/apps/deta ... d&hl=en_US has 4.3 rating.
https://play.google.com/store/apps/deta ... d&hl=en_US: $1.99 but has a 3.9 Star rating.
https://play.google.com/store/apps/deta ... b&hl=en_US Free, but only 2.2 Stars. This "How To" claims to use this App, https://techbland.com/create-a-bootable ... ithout-pc/. The 'recipe' can probably be used with other apps.
Further searching may reveal others,
