I have compiled xfce-4.2.3.2 on 2.10 and through a little hack managed to get the session-manager to work with shutdown and reboot!

XFCE uses it's own menu, so I'll have to package it with a menu like the default one in Puppy (2.10 probably).
Any other entries you'll have to add with the menu-editor.
XFCE also has XDG, but it doesn't work so well (rarsa mentioned it in the past, search the forum if you're interested).

We've created an implementation of the XDG menus for XFCE so It should be good to go. I will search the post with the link to the download repository.
