@watchdog and Semme,
Thank you both for your help and patience. I now have uBlock installed. This together with the other improvements makes v28.3.1 a usable browser for me again.

it's not necessary any more to add this configuration file manually.
There is a xorg_intel_uxa.sh script installed by default to write the 20-intel.config file if needed.

You need not to launch this script manually because /etc/rc.d/rc.sysinit contains an entry for a new boot parameter.
Following parameters are possible to launch xorg_intel_uxa.sh script on bootup:

inteluxa
intel_uxa
uxa
