BACKGROUND
Most of Puppy/woof use '*.utf8' as the locale name which support UTF-8 encoding whereas other Linux distributions use '*.UTF-8'.
The '*.utf8' as the locale name may be trouble for some X applications like urxvt.

May works on Puppy 4.x/5.x.
It contains only /etc/rc.d/rc.counry.
Co-works with Counrtywizard which uses '*.UTF-8'.
