puppyinstaller-bk1.gz worked for me
It recognised the partitions and i did a full HD install to /dev/hda3
using grub on partition only

I remember having the same problem with puppy 2.16 and i found this file whilst looking for a solution within the puppy forum.
I do remember that there was also talk of probedisk and probepart having to be updated.
