... I put them both in my XP machine and they were both empty. I found the ISO's and moved them onto a USB drive and took them to my windows computer and burned them to cd using BurnCDCC and they still don't work. ... I don't understand what you done. Are they RW disc? If so, they must be erased ...

Look at SYSLINUX Wiki
Probably you will find this files at boot part of LiveCD iso file. Use iso image editor to extract files you need.
