Hiawatha doesn't work from a Puppy 18.05 hard disk install

Hiawatha is installed by default in (at least) puppy 18.05.
If puppy is booted from a usb drive and Hiawatha started, then, when accessing it from a browser via 127.0.0.1 it works.
If puppy 18.05 is installed to the hard disk then it produces 403 - Forbidden.
I've tried everything I can think of but I can't get it to work on a HD install.

Any Ideas???

how is it installed on the HDD?

the forbidden message is caused by the ownership of /root/Web-Server not being "webuser:webgroup" or whatever the Hiawatha user is

If by how is it installed you mean frugal or full, it's full. From and iso of 18.05 dated Feb 2 2019.
here's info on /root/Web-Server
ls -l = drwxr-sr-x 3 webuser webgroup 4096 Feb 2 22:51 Web-Server
grep -i web /etc/hiawatha/hiawatha.conf :
ServerId = webuser
WebsiteRoot = /root/Web-Server

...Just can't figure it out...

BTW: In a response to a related question someone suggested I get in touch with you as you had made remastered Puppies with the web server set up already. Could you point me towards them? Are any based on 18.05. The only pets of LHMP I've found date back to 2012.

Sorry it to so long to answer. I could make a custom PET for you but let's try a few things. It is usually a minor error somewhere so first boot up your Bionic 18.05 from the HDD. How is it installed on the HDD? How is the HDD formatted and do you have a save folder or a save file?

It may be failing on the HDD installation because of the way it is stored on the HDD.
