Puppy Full Install migration to a new hard disk

Hi all.
I'm thinking to migrate my full puppy installation on a new hard disk (15GB).
Bios is not able to boot from the existent USB drive.
What's the best way to move my puppy partition to my USB stick and after from USB to the new disk?
Puppy 4.3.1 full installation on Omnibook Xe2 (1999), PII 366 MHz, 256 MB RAM, HD 4GB, BIOS PhoenixBios DD.M2.03.

i have always just copied the folders that need be copied [everything but dev and proc?] and used a CD boot to add grub

advantages: keeps your personal data and tweaks

disadvantages: keeps your mistakes
