The problem is that FF3.X is big and slow on lower end hardware. On my system, FF 3.6 takes something like 40 seconds to load, and is perceptibly sluggish when up, with delays between selecting a menu choice and the action actually being performed. (My box has an 867mhz CPU, 256MB RAM, and a 40 GB UDMA 4 HD) Load speed is better in 4.31 than it was on 4.12, because I shifted to an ext4 file system when I upgraded. Firefox 3.6 is a minimal install with a subset of the extensions I normally use to reduce overhead.
In Windows, I run the current 3.6.4 FF version, but the Windows box has a 2ghz CPU, UDMA 6 hard drives, and 4GB of RAM. It can run FF 3.6 acceptably. The Puppy box can't.
To the extent that I browse from the Puppy box, I use SeaMonkey 1.1.19 in a "static" build. It's old and will not be maintained or enhanced further - 1.1.19 is an end-of-life release - but it works for what I do and I don't grow old and gray waiting for things to happen.
I'd advice skipping over FF 3.0.X. That release series had some nasty memory leaks that were squashed in 3.5.
