Yes sir, you can run it from a HDD or USB stick or just from the CD itself (and save your files right on the CD)if you want, there is good info on that in the 'Cutting Edge' topic on this forum.
As far a browser 'security' goes, there are as many opinions as there are browsers but... as long as you're using Linux, you are ahead of the security-game for sure. I am not familiar with the newer Internet Explorer I haven't used Windows system for over two-years now (since a hacker destroyed my computer with a virus) but have had no problems at all running Linux and... I don't even have a virus protection program running (like I did on my Windows system). just run a firewall on the Linux.
In Cloud Puppy, you can upgrade to one of the newer 'Iron Browsers' if you like, although the version that comes with Cloud Puppy is still a very good one...go to-

and in the Lucid section, you can download one of the later Iron Browsers which work fine in Cloud Puppy since it is a Lucid-based program to start with.
Your company I.T techs sound like Window's users... I don't believe them either
