From the Download page of the official website but it is only offering source code and not pre-compiled binaries as far as I could see. Official Ubuntu and Launchpad repos only seem to be offering 2.8 for Precise (which I tested briefly and it did work). Debian has 2.9 for Wheezy. Some builds of 3.2 seem to be available for later Ubuntus but these will almost certainly not work in Precise. Sometimes that is just the way things are with certain packages, you have to compile them yourself and sometimes they develop recent versions of a program in such a way as to make it difficult or impossible to build them in older distros.
Is there some specific reason why you want this version of this browser?
Reason I ask is because perhaps some other package will do the job.

Hmm OK, so you mean you have already tried the version 2.8 and you were hoping to upgrade to the latest release, or was the 2.8 not satisfactory in some way?
If compiling it looks like it might be an idea to try the latest checkout from git as this now has their duktape javascript implementation whereas the version 3.3 release is from around 9 months ago and does not.
Have you tried Dillo?
How about Links (although surfing with this is a bit different)?
Bear in mind that these ultra-light browsers will always lack some of the features of the bloated beasties.
