Following a suggestion from rarsa, I tried to manually install vncserver using:
dotpuprox.sh tightvncserver-1.2.9-0.7.pup
When I do this I get the following:

I do understand that some of these errors do not matter. However the final result is that it is not installed and the error is:
No run action specified for files of this type (text/x-readme) - you can set a run action by choosing `Set Run Action' from the File menu, or you can just drag the file to an application.
Using puppy 213 (would like to use 214 but problems with wireless )

the rm: cannot remove `/tmp/DotPupTmpDir' messages are not bugs, that's the way i chose to do it
you don't have a Run Action set in Rox for README files ... just set one ... right clicking a text file and setiing the run action for all text file should work ... you would probably set it to defaulttexteditor ro leafpad or geany
the package probably installed properly, except for automatically displaying the README file
