I think that's probably because there isn't a single definitive answer, and there is anyway more than one question tied up in a bundle. And depends on how you want to organise your disk space. And depends on what kind of install you want to do.
So for instance if you want to install (assume say a full hard disk install) a basic puppy with no extra packages then a half-gig partition or so is likely to be fine; you can partition the rest of the disk how you like for data. But first you need to think about what you want to do.
as for swap partition sizing, search the forum and you'll find lots of advice suggestions and contrary views. It gets endlessly debated.
