An updated ms-sys for Puppy compiled in 528

If your Puppy already has ms-sys, don't forget to use "Remove Builtin Packages" tool before installing this version

Thanks 666philb, I've had some problems with 2.3.0 so I've stuck with 2.2.1 for the time being.
