New install 5.7.1.retro and added Openssh-server 5.9p1

openssh-server was installed from the package manager and I saw no prompts to enable or change settings when installing it.
I have tried to find in /etc the sshd folder but not found it.
I have looked ion the Boot Manager to manage system services and ssh is already ticked, but I assume this is the client?
Also wondering if the issue is because there is no password for root or spot.
No dependences are missing.
I am trying to connect from local network using
ssh root@192.168.12.77 and
ssh spot@192.168.1.77
I can ping to it so know it is there.
I have gone through the firewall set up and allowed ssh from anyone and also opened up all services from my local network 192.168.1.1/24
Connection refused.
