Thank you Downsouth and Beem. I found and installed xbacklight-1.1.pet
(which I attach for anyone interested)

Now xbacklight lets me control my Samsung N110 netbook screen brightness from the command line.:)

On my frugal pup431 I can get to the mini icons from /root/puppy-reference/mini-icons. Once there - opening a terminal-window in the folder & typing pwd shows the 'real' location is /usr/local/lib/X11/mini-icons.

Some of these are the ones in my menu

Read the Skype installation notes here - they suggest you download the static skype for Linux, untar(unzip) the folder & use a symlink. No installation required. Works for me :)

For what it's worth I had a similar problem with pups 4.1 thru 4.31 on my Dell Dimension 2400 PC which had a CD-RW plugged in as sr0 and a DVD/CD-RW plugged in as sr1.
