I used to be able to connect to hotmail from msn.com in Seamonkey.
I do not know if MS is now using it's version of web coding or they just hired another person that conned them into believing he could write web page code.
But I get this when trying to connect to hotmail lately.

This self respecting geek had never heard of linux let alone Puppy.
When I got Quest DSL, msn.com was part of the package along with a hotmail address.
What is left of family members and friends use that hotmail address to keep in touch as well as the wife's craft sites.

So you can call me a MS closet geek to an extent.

Using Firefox, I'm able to get to their site and I can start the process of signing up. I'm not actually going to sign up, so I can't test it any further than that.

I'm getting the same problem with seamonkey and firefox. I solved in firefox deleting all the user folder in my home directory /.mozilla/firefox and installed the 4 firefox. I use wary 5.
Have not been able to solve it in seamonkey. Gonna try to modify the about:config

EDIT: solved going into about:config, adding new "general.useragent.override" and the value "SeaMonkey/2.0.11". Working now.

Once I figured out how to get to about:config by typing it in the url window, I created "general.useragent.extra.seamonkey"
I then gave it the value you show and that did not work.
I should mention that I shutdown and restarted seamonkey after the change.
What ended up working for me at least was to give it a value of "Firefox".
So unless this complicates other things, I will consider this solved.

I used about:config
Right clicked "general.useragent.extra.seamonkey"
Clicked "modify" in popup box
Changed "Seamonkey1.1.1.8" to "Firefox"
Restarted....works fine now; thankyou
