In CUPS 1.1, all printers were advertised by default, which could get pretty confusing. So in newer CUPS, there are two steps. You must select the individual printers that you want to share, then turn on sharing as a whole. CUPS 1.3 uses different terminology for this than CUPS 1.4.
CUPS has instructions for client computers to click if one wants access to computers that have been made available "Shared" on other computers on the system. .... My observation is that if the client setting is no longer necessary than the client selection(s) to enable access to printers on other computers probably should go away.
On every version of CUPS I have seen, that box was checked by default. And to my knowledge, it STILL needs to be checked in order to see remote printers.
CUPS has a selection to Find New Printers. Since the client computer shows no printers this setting strongly implies that one needs to click this to add them. This is what I was told in the past - now I am wondering if this was never true - it may be why I had so many problems with shared printers - and why it has been disabled (that is, when I click it nothing is found, rather than in the past I clicked it and it did find Shared printers - and that meant two different computers were trying to control the same printer). This new way, whenever it was changed, is good!
I can't comment on your previous experiences. But here is how it has always worked for me. "Find new printers" either finds new locally attached printers or remote stand-alone printers. It does NOT find remote CUPS printers because it ALREADY knows about them. So when you open the Printers section, they are already there. But that presumes that you have done the setup correctly on the server machine.
Just an idea to reduce confusion. Please do as you deem best ... I am just a user ... I am not doing the heavy-lifting of writing code!
